To thoroughly implement the decisions and plans of the CPC Central Committee and the State Council, further regulate competition in the automotive industry, and promote the healthy and orderly development of my country's used car exports, the Ministry of Commerce, the Ministry of Industry and information Technology, the Ministry of Public Security, and the General Administration of Customs have decided to further strengthen the management of used car exports. The relevant matters are hereby notified as follows:
1. Further tighten the management of used car exports
(l) Strictly control the export of new vehicles under the guise of used vehicles. From January 1 , 2026 , for vehicles applying for export that are less than 180 days (inclusive ) from the registration date , local commerce departments should guide local enterprises to submit a "Confirmation of After-Sales Service" issued by thevehicle manufacturer. This confirmation should include the country of export, vehicle information, and information on after-sales service outlets, and should be stamped with the manufacturer's official seal. Vehicles that cannot provide the above materials will not be issued export licenses. For vehicles that have already completed transfer registration and are awaiting export procedures before the implementation date of this notice, enterprisesshould be guided to fulfill their contracts and export in an orderly manner.
(lI) Standardizing the Application and lssuance of Export Licenses. Localcommerce authoritiesshouldguide enterprises to complete and accurately fill out export license application information. The vehicle brand, model, registration date, and transfer registration date pending export should be consistent with the information onthe Motor Vehicle Registration Certificate. The registration date and transfer registration date pending export should be entered in the appendix to the export license. Export licenses will not be issued to enterprises that fail to complete the above information as required. The Ministry of Commerce will closely monitor the submission of export license information and will issue notices to enterprises and relevant issuing agencies that repeatedlyviolate the regulations.
(IIl) Establish a dynamic management and exit mechanism for enterprises. Localcommerce departmentsshouldstrengthen the construction of local used car export credit evaluation systems, anddaily supervision anddyamic management of enterprises in accordance with the "Negative List of Dishonest Behaviors in Used CalExports" (Annex 1to regulate enterprise business practices and export competition order. Enterprises with dishonest behavior should be interviewed promptly. Enterprises with repeated dishonest behavior,failure to providetimely technical and spare parts support for exported vehicles, orfailure to fulfill quality assurance obligations.olwhose legal representatives or related parties establish other enterprises to conduct used car export businessshould be ordered to formulate and implement rectification measures for their previous dishonest behavior. When reviewing their export license applications, the implementation of rectification measures should be comprehensively considered when making a decision on whether to grant a license.
Il. Further Strengthen Compliance Review
(IV) Strictly enforce the licensing requirements for vehicles exported under the guise of modified vehicles . Local commerce deparmentsshould guidemodified vehicle exporting companies to accurately fil in information such as the vehicle chassis brand, modified vehicle brand, and vehicle model, and submitsupportingdocumentation proving the authenticity of the modification ( Appendix2 ). Export licenses wil not be issued for products whose authenticity cannot be proven , whose similar modified vehicle productsare not listed in the Ministry of industry and lnformation Technology's "Announcement of Road Motor Vehicle Manufacturers and Products," or whose products lack valid naional mandatory product certification. Local modified vehicle manufacturers' export situation and their modification production capacity commensurate with export volume should be investigated, and relevant information should be promptly reported to the Ministry of Commerce. The Ministry of Commerce, the Ministry of lndustry and lnformation Technology, and the General Administration of Customs willclosely monitor and promptly shareinformation on any abnormalities in all aspects of modified vehicle exports, and intensify inspections and penalties.
lll.Continuously promote the healthy development of used car exports
(V ) Enhance enterprises' international business capabilities. Localcommerce departmentsshould fuly utilize various trade promotion platforms to support enterprises in exploring diversified markets. Enterprises wih the necessary conditions should be encouraged to establish public exhibition and trading markets in key markets and expand comprehensive services such as marketing and warehousing. A sound training system should beestablished to guide enterprises in conducting business in compliance with regulations through policy briefings and experience sharing.
( Vl ) lmprove the Export Support System, Localcommerce departmentsshould focus on long-term development, guiding exportenterprises to work with automobile manufacturers and overseas importers to provide after-sales service, ensuring the supply of repair parts and technical support. They should promoteexchange andcooperation between export enterprises and supply chain partners such as logistics, finance, and third-party quality assurance agencies. They should explore the development of specialized trading markets for used car exports, providing " one-stop " services for used car export preparation, inspection, customs declaration, and logistics , thus supporting the healthy and sustainable development of used car exports.
